FESTIVAL REGULATIONS
The Festival is being organised by the Organizing Committee of Pune International Film Festival.
Objectives
The Festival offers a contemporary and liberal platform for the filmmakers of the world to exhibit the excellence of the film art. The aim is mainly to contribute to the understanding and appreciation of cultures of different nations. We hope to present the complex human situations of the rapidly changing world in the globalise era.
Date and Place
The Festival will be held in Pune, India from 8th January to 15th January 2009
Regulations
The programme of the Festival will be divided into the following broad categories:
Competition:
- World Cinema & Marathi Cinema (Feature Films Only)
Non Competition:
Cinema of the World
- Retrospectives, Tributes, Focus.
- Indian Cinema.
The Festival Committee reserves the right to exclude films which are not in conformity with aims of the Festival, or which could offend the national feelings and susceptibilities of any participating country, or are likely to promote racial discrimination.
COMPETITION
Films entered in the Competition Section must fulfil the following conditions:
- Films must be feature films.
- Films entered for World Cinema must have been completed between 1st January 2007 to 15th October 2008
- Films entered for the Marathi Film Competition must have been completed between 1st January 2008 to 15th November 2008.
- Eligibility period will be determined by the Censorship visa/certificate of the country where the film has been produced.
- Entrants must agree that if their film/films win the Best Film Or Best Director Awards, all screenings and publicity thereafter, will acknowledge the Award(s) on the film itself.
- Entries will be subject to preview by a selection committee constituted by the Organising Committee of PIFF. A film which is not accepted for the Competition Section may be shown in the Cinema of the World Section with the specific consent of the entrant.
- The Jury for the World Cinema Competition will be composed of minimum five members [including the Chairman] of which a majority will be from outside India.
- The Jury for the Marathi Cinema Competition will be composed of minimum three members [including the Chairman] of which at least one member will be non Marathi speaking Indian and the two others will be from outside India.
- The decisions of the jury will be taken by a simple majority of the members present and voting. The jury can evolve its own rules for assessment of the entries. The Director of the Festival, and the Secretary of the jury can attend the deliberations of the jury but shall neither participate nor vote.
- No person in any way connected with the production or commercial exploitation of a competitive entry will be a member of the jury. All Members of the jury will refrain from releasing any articles or reviews to the press concerning the films submitted for their judgement until after the jury's decisions have been formally published.
The following prizes will be given away:
Cash Awards:
- Best Film in World Cinema:around $20,000/- (Rs.10, 00,000/-) (to be given to the Producer of the film):
- Best Director’s Award: A cash prize of around $ 10,000/- (Rs. 5,00,000/-)
- Best Marathi Film: A cash prize of Rs. 5,00,000/- (to be equally divided between producer and director of the film).
Special Jury Award [non cash] : The Jury will decide the categories.
World Cinema
For exhibition as part of the Cinema of the World the following criteria will be followed :
- The film should be a Feature Film
- It should have been completed after January 1st, 2007.
- Films should be in 35mm with optical soundtrack.
- Films that have been submitted in earlier editions of Pune International. Film Festival are not eligible.
Notice of participation
Entrants should inform the Film Festival Office by 30th October 2008 about their participation, including the titles of films and the names and addresses of the directors, producers, production companies and world sales companies against each film titles. The Festival Director shall have discretion to accept entries up to November 30, 2008.
Video Cassettes for Selection
DVD / VHS cassettes (PAL system STRICTLY) of films may also be sent for purposes of selection only so as to reach the Film Festival Office not later than 15th October 2008. Single video cassettes which are not part of a larger shipment should be air- mailed directly to the Film Festival Office. Courier Services if used will be paid for by entrant. DVD/VHS cassettes may also be sent through diplomatic channels.
Entering films in the Festival
Film Producers, Distributors their duly authorised representatives or duly authorised government organization / agency of the participating countries may enter their films for the Competition, Cinema of the World, Marathi Cinema and Indian Cinema in the enclosed Entry Form.

www.puneinternationalfilmfestival.comThe Form, duly filled in, separately for each film proposed to be entered should reach the Festival office by 30th October 2008. The Festival Director has the discretion to accept entries up to November 30th, 2008. The forms can be e-mailed earlier and Video cassettes may be mailed at a later date.
Prints
Prints of films selected for exhibition in the Festival must reach the Festival office at Pune on or before December 20, 2008. The title(s) of the film(s) sent, the number of reels, shipping details including the dates of despatch and the air consignment number must be faxed to the Festival Office 91 20 24468788 or e-mailed to piff.india@gmail.com. Prints should ideally be air freighted directly to the Festival Office at the address given in para.16. These should not be sent through courier or clearing agents in India. Special arrangements have been made for clearance of film consignments addressed to the Film Festival Office through Indian Customs at Mumbai. The Film Festival Office will not be responsible for any film prints etc. that are diverted to other cities in India .
After close of the Festival, the prints will be returned through air-freight or diplomatic channels, to the entrants or to his duly authorised representative mentioned in the Entry Form.
Insurance
The Insurance of prints in transit from the country of origin to the Film Festival Office and from the Festival Office to the country of origin will be the responsibility of the entrant. The Festival Office will insure the prints against damage, partial and total, by fire, theft or any other unnatural causes from the moment it takes delivery of the prints to the moment it hands them back to the concerned airline/agency for despatch. The insurance value will be the print cost as specified in the Entry Form, supported by documents from the concerned laboratory. Damage to the print, if any, should be certified by an independent agency, at the cost of the sender.
Freight and Other Charges
The prints and video cassettes should be sent “freight pre-paid” i.e. at senders cost. After the Festival, the prints will be returned to the senders by air freight at the cost of the Film Festival Office.
Film Festival Office will not pay any charges other than the air-freight charges. It may also please be noted that the Film Festival Office cannot reimburse any freight or other charges in foreign currency, unless previously agreed to in writing.
The Film Festival Office will not bear freight or any other charges for unsolicited films, videos / DVD sent to it, if these are not selected for screening in the Festival.
The special arrangements made by the Film Festival Office for clearance through Indian Customs in Mumbai are applicable only in the case of consignments directly air-freighted on request, and addressed to this Festival Office. In the case of publicity material, etc. sent pre-paid by Courier Services or through agents in India , the concerned Courier Service/agent should be instructed to deliver the material directly to the office of the Film Festival office in Pune.
The Film Festival Office shall not be responsible for any material that is diverted to some other city or festival in India , also the freight for the same will be paid by the concerned party or festival.
SubtitlingFilms will normally be screened in their original language/version. Films in language other than English must have subtitles in English. Films that arrive without subtitles, or with subtitles other than in English, where such subtitles are required, shall not be screened in the Festival.
Screening
Entries to the Festival other than films under the Indian Cinema Section shall be exempt from censorship.
No accepted film will be shown outside the Festival city by the Film Festival Office.
The Festival proposes to have a maximum of 3 screenings per film selected. For non-competitive festivals and competitive specialised festivals allow for a maximum of 3 screenings per film. Producers/authorised entrants are requested to grant permission with the International Regulations mandate for one Additional Screening. The Festival agrees not to hold any screenings other than the three screenings allowed by the International Regulations.
Excerpts for Television
For promotion of films entered in the Festival on television, producers/authorised entrants are requested to supply four excerpts of the film(s) entered, each of a maximum duration of three minutes, to the Festival Office. These should be supplied on ¾ inch U-Matic tape (high band or low band)/Beta, preferably PAL system. Such tapes will be returned along with the print within two weeks of the close of the Festival.
General
Films not presenting sufficient technical qualities for good public screening can be refused after checking of the prints by the Print Checking Unit of the Film Festival Office.
The participants must ensure that they have the right to participate in the Pune International Film Festival with regard to parties connected with the production / distribution of the participating film and / or other right holders/licenses.
Participation in the Festival implies acceptance of these Regulations.
The Film Festival Office will decide all matters not expressly provided for in these regulations but in conformity with the provisions of the International Regulations for film festivals and its decisions shall be final and binding on all parties.
